Assess Physical Risks in Network Facilities 

    

Telcordia is now providing carriers with cost-effective, physical risk assessments of network facilities. These assessments are a vital part of a comprehensive disaster prevention and risk management program. Specific aspects of the facility physical risk assessment can include:

  • Identifying and prioritizing risks to facilities
  • A review of infrastructure, installation and operational procedures
  • A recommended prioritization strategy to mitigate risk so as to increase network reliability.

The physical risk assessments include an on-site assessment of network facilities. Procedures are based on a checklist developed by Telcordia from equipment and installation requirements contained in:

  • GR-63, NEBS Requirements: Physical Protection
  • GR-1089, Electromagnetic and Electrical Safety Generic Criteria for Network Telecommunications Equipment
  • GR-1275, Central Office/Network Environment Equipment Installation/Removal Generic Requirements
  • GR-1502, Central Office/Network Environment Detail Engineering Generic Requirements
  • GR-2930, NEBS Raised Floor Generic Requirements for Network and Data Centers 
  • GR-3028, Thermal Management in Telecommunications Central Offices
  • GR-3160, NEBS Requirements for Telecommunications Data Center Equipment and Spaces
  • And Other Telcordia documents and recommendations on physical protection.

Topics covered in the assessments may include:

  • Floor plan management
  • Floor load and structural concerns
  • Equipment fastening
  • Cable management and congestion
  • Cable rack security
  • Raised floor installation
  • Thermal management including hot aisle/cold aisle arrangement
  • Condition of HVAC plant – redundancy and general health
  • Fire safety
  • Contamination
  • Lighting
  • Grounding
  • AC and DC power
  • Backup power – battery and generators
  • Compartmentation
  • Roof integrity and risk of water leaks
  • Security and alarming
  • Housekeeping and facility maintenance
  • General state of health

The output of the assessment is a prioritized Physical Risk Assessment Report.  The information allows carriers to prioritize and rapidly and effectively address items within a limited budget to reduce the risk of service disruptions.  In addition, findings can reveal systematic risk areas that can be cost effectively addressed through policy changes going forward.
